ARMSTRONG COUNTY Covered bridge approved County commissioners hope a two-lane covered bridge will give a boost to tourism in the area. "There are any number of reasons why a downed plane would not be giving off a signal." The signaling device may have never been activated, or it could have been damaged, Fowlar said.
