M. Japanese Bond Offers Loom Here TOKYO, July 2 AP) Offering of convertible debentures in the United States by Japan's top machinery maker, Shin Mitsubishi Heavy Industries, heralds similar ventures by other leading Japanese firms, observers here believe. Will Help Balance They noted the $10 million Shin Mitsubishi is to receive will be a shot in the arm for Japan's dwindling international balance of payments. Shin Mitsubishi is to receive the money in September from managing underwriters, First Boston Corporation and Japan's Monura Securities Ltd. Other big Japanese industrial firms are known to have under preparation the floating of similar convertible debentures.

These, observers said, include Yawata Steel, Fuji Steel and Sumitomo Chemicals. Experts here said Shin Mitsubishi's debenture offer, registered with the U. S. Securities and Exchange Commission Friday, and those by others expected in the near future, come at a good time. They expressed belief American stock investors, pressed by Wall Street's continued weakness, are turning their eyes toward debentures that guarantee them fixed interest Provide for Conversion Shin Mitsubishi's n-tures entitle their subscribers to convert them into the company's stocks in the form of American Depositary Receipts.

The interest rate is to be decided shortly, but the leading newspaper Yomiuri said it is expected to be around per cent a year. Another advantage of the system is that the debentures or stocks converted from the debentures are free to change hands, while foreigners directly investing in Japanese stock markets are banned from remitting their principal abroad until after two years of stock purchase. But he admits he can't tell anyone else how to judge whisky. "No two people taste the same," he says. "No instrument has ever been invented, or ever will, which can compete with the palate, Testing is constant practice.

You learn to recognize things in a whisky, whether it be bourbon, rye, scotch or Irish. Experience Tells "Experience helps tell the type, or whether it is straight or blended. You can feel a roughness, taste an acid. And you can smell, too, whether it has obnoxious low boiling alcohols which weren't properly distilled that would make it unsellable." The 53-year-old Formats started out to be a newspaperman but broke Into the whisky business in during the great depression, as a legal salesman of mc-dicinal alcohol to doctors, hospitals and druggists.
