B-9 THE REGION Pittsburgh Post-Gazette: Friday, January 14, 1994 PennDOT may widen roads Teen to be tried; in street slaying! Witness describes Christmas Eve shooting By Karen Kane Post-Gazette Staff Writer Opponents of the proposed Crows Run Expressway project got something new to worry about last night. The Pennsylvania Department of Transportation announced during a meeting in Economy last night that it was considering widening several residential roads in order to link Freedom-Crider and Rochester roads. The newest proposal is part of a plan by PennDOT to avoid building a new east-west highway between Route 65 in Conway, two-lane roads, Pleasant Hill and Knob, in Marshall; and widening Haine School Road in Cranberry to four lanes. Cranberry Manager Jerry An-dree called the proposal for Haine School Road "shocking." "It's not reasonable. There's a school on one side and a fire-house on the other.

It's densely residential. The impact on people's lives would be tremendous," Andree said. He said PennDOT would have to acquire private property along the roadway in order to widen the road. Beaver County, and Interstate 79 in the North Hills. The alternative to a new road, PennDOT officials said, is to upgrade the existing roads.

PennDOT is focusing on Freedom-Crider Road, but officials told a citizens advisory committee in Economy last night that improvements to that road would not be sufficient. Some traffic must be diverted onto other east-west roads, they said. The proposal reviewed last night included posting truck routes along Routes 68 and 989, north to 1-79 in Jackson, Butler County; improving two existing month-old boy, suffered a fatal wound of the thorax. She was prounounced dead at 1:15 a.m. Dec.

24. Garrow said she, Duncan and some other college students had come to Wilkinsburg late on Dec. 23 to visit the boyfriend of one of the young women. She said she had no idea why they were attacked. Defense attorney James Ecker wanted to know how Garrow could make a positive identification of Clark, whom she had never seen before, on a dark street late at night.

"The street light was shining over him," Garrow said. Even though she had never seen him before, Garrow said, she was able to pick him out of a photo array. "I hope he rots in hell," Garrow said. Clark asked her why she felt that way. "Because he murdered someone that I cared a lot about," Garrow said, breaking into tears.

Police contend that defendant Clark, who lives in the 3400 block of Penn Avenue is a member of the Homewood Crips street gang, but he denied any gang involvement or that he fired the gun that killed Duncan. Ecker argued that no evidence was presented linking his client to the death of Duncan, but prosecutor Clark said that as an accomplice, the defendant, was culpable even if he didn't fire the fatal shot. By Jan Ackerman Post-Gazette Staff Writer The inquest was over, but Ra-shad Clark kept staring at the young woman whose testimony implicated him in the homicide of a Cnarleroi woman on a Wilkinsburg street last month. "Stop staring at her," snapped Assistant District Attorney Kim Berkeley Clark. The tone in the prosecutor's voice made the 17-year-old defendant turn his head away from his accuser, Delana Garrow, who had tears running down her face and appeared emotionally distraught after her testimony.

"She was a great witness," said one of the Allegheny County police officers. Garrow's testimony at a coroner's inquest yesterday was the only evidence that Clark, the prosecutor, presented to hold Clark, the defendant, on the charge of homicide. The two Clarks are not related. Based on Garrow's identification, Allegheny County Common Pleas Judge Donna Jo McDaniel ordered Clark to stand trial for the homicide of Valerie Duncan, 21, a friend of Garrow's. McDaniel oversaw the hearing because top officials in the coroner's office were ill yesterday, said Mary Sweeney, assistant chief deputy coroner.

Garrow, a college student, choked back tears but never flinched when she identified Clark as the man who chased her with a gun during an unprovoked attack in the early morning hours of Dec. 24 at Elm and Glenn streets. Garrow said she was! standing outside a car talking to her friends when she noticed two men at the end of the street, both with guns. Garrow identified one of those men as Clark, who she' said was about 25 feet away and made direct eye contact with her. She said Clark began firing a gun and she ran into a yard and sought help.

1 Within minutes, a volley of about 30 bullets was fired and Duncan, 21, of Charleroi, the mother of a 20- Neighbor saves boy from attack by dog pack DOGS FROM PAGE B-l Lincoln Road as he walked to help his brother, who had car trouble near Route 481. When the dogs spotted James riding his sled, they attacked. In a statement released by the hospital, the Falis family said James had been bitten on his feet, legs, arms and scalp, but not on the face. that time, too. "I think the police ought to take the proper action to eliminate this problem put them to sleep." Fallowfield police said they were assisting Washington County humane officials in investigation the attack and were preparing charges against Andrews.

StafT- writer Johnna A Pro contributed to this report. The statement also said the boy and his mother would have to undergo rabies shots. "It horrified me," Johnson said. "They were just chewing on flesh." Johnson, an out-of-work bridge painter, said it was not the first time Andrews' dogs had been aggressive. He said that about years ago, some of the the animals came after him, his 9-year-old son and his dog.
