According to the Phase 1 report in a study conducted by Security Pacific Realty Advisory Services of New York, the "findings indicate the development of a motor sports center in Clarion County is feasible and will contribute to the county's job creation objectives." But Security Pacific stated racing alone won't get the job done. It recommends construction of a companion industrial park adjacent to the racing facility. "Restoring America's Wildlife: 1937-1987" traces the history and evalu-ates the success of the Federal Aid in Wildlife Restoration Act This 50-year-old law, better known as the Pittman-Robertson Act, directed proceeds from a 10 percent tax on hunting firearms and ammunition to the states for wildlife research and restoration projects. Chapter One of the 394-page book desribes how the law was passed and subsequent amendments.

The remaining 15 chapters detail work accomplished by the landmark legislation. The initiation of hunter education programs, the evolution of scientific wildlife research policies, and the development habitat management techniques, for example, are examined in separate chapters. The most fascinating chapters, however, are those devoted to case studies of 20 wildlife species. The editors of "Restoring America's Wildlife" did not limit the document to success stories. Included with summaries of the phenomenal comebacks of such species as white-tailed deer, wild turkey, pronghorn antelope and wood duck are accounts of species that continue to face problems.

The most pointed example in this category is the bobwhite quail.
