Neither of the two main contenders for election has been able to fire any segment of the voting population with the feeling that the nation is headed for perdition if Carter fails to be elected. Nor do the Reagan supporters promise to commit mass suicide if their man loses.

Whether a campaign is exciting depends almost entirely on the candidate's. Some have had a sort of personal electricity to arouse the support or the enmity of the voters. Unless at least one of the candidates has the gift, or power, or whatever you call it, to make the voter believe his candidate must win lest the country head for perdition, the campaign will be as dull as the one we've just lived through. Whether an election stirs the political juices of the voter depends then, less on the voter than on the candidates or at least one of them to stir the electorate into a sort of feverish belief that the fate of the nation is at stake. Not many presidential candidates in this century have had the gift of electrifying their supporters.

Theodore Roosevelt had it, all the more effective because he followed William McKinley, who lacked it. William Howard Taft, who succeeded T. was no ball of fire either. Nor, for that matter, was Woodrow Wilson, but the outbreak of World War I made him a national hero, first because "he kept us out of war," and then because he was the nation's leader when war came. There seems to be a curious quirk in the American way of looking at our presidents.

Let war break out and the president becomes an instant hero. Had the United States become involved in World War II while Herbert Hoover was in office he might well have turned into the instant hero Franklin Roosevelt became when war did break out. I suspect that our political leaders do not warm much to candidates of independent mind, the kind the electorate prefers. Neither of the two principal candidates on tomorrow's ballot has quickened the voters' pulses. So it has been a dull campaign.

Well, it's about over. By tomorrow night we should know whether President Jimmy Carter is to renew his lease on the White House or to be forced to move in January to make room for a new tenant, President Ronald Reagan. (I suppose one should allow that the third candidate, Congressman John Anderson, is in the running, but his chances at this point look rather less than merely doubtful.) I think it has been a dull campaign. I suspect the two principal candidates have been aware of that fact and have tried now and then to inject a bit of liveliness in it, but have failed -mostly, I suppose, because neither candidate had the spirit to stir the what it was all about. Those who cry out for something new will embrace it.

You really don't need to know any more about the plot. In fact, proper enjoyment demands an element of surprise. It's much more fun if you don't know what to expect. Take special note, however, of Dominic Frontiere's wonderful musical score. Chuck Bail's ingratiating performance as the veteran stunt man, Mario Tosi's beautiful photography and the overwhelming vitality that director Richard Rush has instilled into this one-of-a-kind movie.

The film is rated because of strong language and a fleeting bit of nudity. (Continued from Page 19) brags, "If God could do what we can do, he'd be a happy man." The film is quicker than the eye, and what we see is not always what we get in movies. Everything that happens or seems to happen in this elusive film is subject to instant revision. If at any moment we don't know what is going on, we only have to wait another moment. Our expectations are constantly trumped.
