The announcement was made by Milton Berkes, special assistant to the governor. Berkes said the governor will support the Oakdale site if the following conditions are met: All security installations be completed before the site is utilized. A citizen group is formed to monitor the security programs at Oakdale and serve as an advocate for the community's viewpoint. No more than 15 persons are admitted at any one time.

No further expansion is considered at anytime. Berkes, who is also Democratic chairman of Bucks County, said the new facility would not house "hard core juvenile offenders." He said it would be situated on a four-acre site surrounded by the Oakdale school. The new unit, he said, was made necessary by overcrowded conditions at the New Castle Youth Detention Center as well as the closing of Camp Hill. Township officials have been fighting the state over the juvenile center for more than a year, contending that such a detention facility would malign the safety and well-being of residents. In addition, local officials fear the impact of the center on South Fayette's efforts to redevelop nearby land.

The township, officials have noted, has more than its share of tax-exempt properties and it was their hope that the bulk of the Oakdale tract-still privately owned and now taxable could be utilized in the community's growth. Strike Cancels Private Classes In East Liberty Striking employes yesterday forced the cancellation of classes yesterday for approximately 100 students who attend the Craig House-Technoma Workshop, a private school for exceptional children at 751 N. Negley East Liberty. The teachers, social workers and other staff members have been trying for more than two years to have a union representation election which school officials oppose. On Monday the employes filed unfair labor practice charges with the Pennsylvania Labor Relations Board and picketed instead of attending an in-service day.

The employes contend that an employe was fired for union activity and others were questioned by administrators concerning their union feelings. Richard Kerchner, administrator of the school, refused to comment yesterday on the dispute. He referred all questions to the school's attorney who was unavailable for comment. A spokesman for the Pennsylvania Labor Relations Board in Harrisburg said a hearing on whether the employes could unionize was held last September but no decision has been made. Man Shoots Three, Flees In Hill District A 20-year-old man escaped after firing twice with a shotgun at a Hill District man last night and striking three others, police said.

Officers said a warrant for multiple charges would be filed today against the man after he fired twice at James Wilson of 2418 Allequippa St. as Wilson was walking across Herron Avenue toward the 630 Bar, 630 Herron. Wilson said the man reloaded and fired again, striking the three others as they were leaving the tavern. The others injured were James Edwin Smith of 9 Miller Wilbert Vaughn of 341 Robinson St. and Charles Walton, 33, of 1413 Elm St.

All four walked to Presbyterian-University Hospital for treatment, police said, adding Wilson was the most seriously hurt with about 50 pellets in his body. Mayors9 Unit Elects Whitehall's Powers Whitehall Mayor L.E. Powers last night was elected president of the state Mayors Association, succeeding Bethel Park Mayor Peter J. Page, who died last week. Powers was elected by the association's executive board at its headquarters in Bethel Park.
