He alluded to the responsible position teaehers occupied in the community. Tbey were the trainers of the rising generation, and created Impressions upon the minds of children that would last forever. Oar teachers sbonld be Intelligent people.

The superintendent or School Directors bad no right to grant certificates of approbation to bunglers. He was glad to see that the female teachers outnumbered the males at this Institute. He thought the education of children was a work for which they were preeminently qualified. There was nothing that brought in revenue like educated people. The greatest credit to any community was its educated men or women.

It paid Prussia to have such an educational system as she had. Her bayonets and needle-guns had told in hei conflicts with Austria: They were sienincent or thought. Miss "iseliua Ackley read an essay upon "Oasis In the lesert." Tne essay referred to educational work as an on is lu the laud, aud urged, in beautiful language, the outy of the teachers to carry out their work faithfully. Inspections for tlie Qnarler Elln nairh 1st Tlie "Msgxie Hays" Diss, aster, Ftc. MessTB. George H. Atkinson and Samuel Walker, Local Inspectors for the port of Pittsburgh, yesterday filed in the CntteJ Stales District Court the following report lor the quarter ending March 1st, liCu; Imrtng the quarter we have Inspected twelve passenger steamers and tweuly-oue towing boats, making a total of thirty-three steamers, having a total tonnage of 9,32 tons. Five of the steamers are new.

We have Issued licenses to seventy-six engineers and sixty-six pilots, and have suspended the license of one engineer for six months for negligence while on watch as second engineer. Four boilers have been condemned as uusafe, and we have also condemned twenty-five sheets in boilers and ordered them to tie replaced with new ones, which was dene. We have ordered repairs to be made in one boiler head, and one Hue, which, on examiua'ior, were found to be defective, and also condemned three steam pipes, which were deemed to lie nnsale on account of cracks In the copper and unngSug. We have refused licenses to tw applicants as second engineers, because of incompetency. The report then refers to theexplosion of one of the boilers of the steamer Maggie Hays, in the schnte of Island Sixty-six, near Helena, Arkansas.

After stating that the boat was inspected at this port on the of January iasf. the Inspectors gave a somewhat detal led account ol the circumstanees attending toe disaster. In concluding, they say: "When tne lioat ieit this port, ber boilers were sound and in good condition, and were In the same condition when she reached New Orleans. If otherwise the officers shoald not have started up the river without having everything all right. The boilers ere burned i circumstance that often happens with the oeI of giceers and the best of boilers.) alter leaving New OrieanB on the return trip, and If the re-relnrnof the first engineer hail been awaited, we feel assured we would not now have the deplorable accident to record." The steamboat business from and to this city has been np to the capacity of the tonnage, and the result is generally satisfactory.

So much so, indeed, that our boat builders have new orders, and some seven or eight boats are already in the stocks. The coal business has been nnusually brisk during the winter. Patters Makers use Superior Lumber dry plank. Office cor. 21 4 Railroad sis.

Where the Secret Lie. The difference between an attractive, heart- some apartment, and adull. uninviting, cheerless room is frequently found In a matter apparently bo trifling as to escape the attention of the unobservant. About this time we apprehend numbers of onr readers who are out of home, and out of sorts. In their new domicile, would find speedy relief by distributing, in a Judicious manner, a few sprightly chro-mos over the walls of their parlors, living rooms, and chambers.

Nothing adds more to a house, no matter what tlie character of its appointments may he than beautiful pictures snch as Barker and Haselttne, In Fifth avenue are disposing of at low prices. To those who delight In beautifying their honses, the Invention of chroraoeand low-priced engravings is a blessing. When a copy of an oil painting valued al six hundred or a tbonsand dollars can be procured for eight or twelve, no lover of the beautiful, and especially no one who appreciates the fine arts can afford to be without them. Mr. Trimble said he bad heard a report to the eOict that tbe Bible was not read of late In the Seventh ward schools.

He desired to know if there was any truth in the report. Mr. Hanna replied that there was no truth In tbe report, simply because the Bible bad not been nsed In the Seventh ward schools. A large portion of the parents of the children were Catholics, and there was no action taken In the matter simply because, as he had already explained, the reading of the Bible, lisd not been adopted iu the schools of the Seveutu wsrd. A uiemher called tbe gentleman's attention fo ihe school law, whereupon a number of mi niliers produced the rules for the regulations aud government of the Public ScUMls.

Ihe extracts read were explicit. allowing elenrly that the rules called for tue reading of the Bible. A member remarked stUo rive that those who ol jeel. to tlie reading of the Bible In the Seveulh ward Kchixils could stay at home. The discussion at this point took a wido range, several members availing themselves of the opportunity to express their views upuu this much vexed question.

Mr. Francis said that the discussion of the question at this time in hts opinion could accomplish no good. In all probability the question would come np soon enough, but he regretted the shape tiie discussion was assuming to-night. Hewould not raise the queetton, but ever It should bo forced upon bun he would not hesitate to give bis personal Influence and vote in favor of the Bible, lie deprecated tho pr sent discnsslon. Dr.

Nesbit viewed the matter In a different light. The question would come upon them. He referred to tlie discussions which had fetkeu place in New York and Cincinnati. In hts opinion the Board could not go far wrong by p.acing themselves squarely on tbe question; it was a test question already in the cities mentioned, and tbe Board should not be silent at a juueluie when the friends of the Bible were required to speak oat. A STRONG ENDORSE)! EST.

The discussion vh cot short by Mr. Mar-thens. who proceeded to read the following preamble and resolutions: Whereas, The common school la the only ratlonul metbcsl of rearing a nomogeneous people, where all classes mar learn ami grow up together, and thereby become ntte-d both to rule and to obey, which is the glory of oar Republic; now therefore be it That the Board of Controllers of Allegheny City view the Pub lc School Svslem as the great means, under heaveu. of fusing Into cne harmonious people the heterogeneous multitudes that flock to our shores, Umt fits them for the great resDonslblltiie. tx.th as citizens and rulers, which thereby devolve upon tt.em.

Mr. Murthens thought the real question to wit, the division of thesehoo! funds as overtis.ked.

He did not think the question premature. He proceeded lo read au extract from H'lifcAflidii. a Catholic paper published at 4 'Inclluiatl. containing seull inelits at war with tne principles upon which the Common rschool Is founded. The question being called tbe resolution was by a large msjoriiy.

The question being called on the a lopttoti of the third resolution, 1 Nesblt amro'te-l it by striking out that portion of the resolution directing the Secretary to transmit tlie same to the President ol the Central Board, which was carried. Dr. Nesblt moved the adoption of tlie entire report Carried. Mr. Clancy offered the following: AvMr-l, That tlie Secretary of this Board be requested to examine and report at next meeting of this Ihhard whether or not some of the wsids have not more teachers employed than tlie rules and regulations of this Board allow.

Mr. Hanna desired to know how the Secretary ould arrive at a conclusion. Mr. Frauds said It would be a difficult matter, as the Secretary had no basts to work upon. He suggested tiiat the Secretary should n.

confine himself to the last three mouths, but take the average yearly attendance. Mr. laney accepted the amendment, when tbe resolution was adopted. Mr. psrke desired that the Board obtain Ihe tienefit at the earliest day possible of the Sec-ry latK.rs.
