23 (UP) A Pennsylvania Judge has ruled that so far as radio star Johnny Olsen is concerned the Wernersville Fire Co. carnival gets preference over the Indiana State Fair. County Judge Joseph B. Wissler issued a preliminary Injunction yesterday requiring Olsen to perform at the fire company's annual fete Aug. 30.

The fire company asked for the injunction to prevent him from appearing at the Indiana Fair, where he contracted to present his show on the same date as the Wernersville fair. The firemen contended they had first claim on Olsen's talents because his agents contracted for the Wernersville appearance before scheduling the Indiana engagement. Another Arrest In Insurance Case Second Philadelphian Taken into Custody PHILADELPHIA, Aug. 23 (UP) State police have arrested a second Philadelphian in connection with alleged frauds involving the state workmen's Insurance fund. The suspect. George Nessenger, 38, auto sales agency manager, was taken into custody yesterday. He posted $2500 ball pending a hearing next Tuesday on charges of forgery, conspiracy and fraudulent conversion of compensation funds.

An affidavit filed by state police contended that Neseger conspired with Irvin R. May, a former ar-juster for the fund, to obtain $1617. Arrested in Tallahassee, May was held in $10,000 ball for the grand Jury after a hearing here last Thursday. Assistant District Attorney Franklin E. Barr said Nesenger obtained the money through use of false compensation claims.

Inc. PARIS. Aug. 23 Deeply con-eerned over the rapidly-worsening bread situation in France, the government today took preliminary measures designed to avert catastrophe. The French Embassy in Washington was ordered to apply Immediately for an emergency assignment of two-and-a-half million tons of wheat from the International Emergency Food Council.

This the French government asks to have delivered in monthly consignments of three million quintals (330,000 short tons) at a total cost of three hundred million dollars. A decree was issued through the Ministry of Agriculture giving French farmers until Oct. 1 to declare their individual harvests. Those defaulting would suffer penalties ranging from $40 to $800 per ton of hoarded produce. French People Irate While the irate French people are confronted with a cut in their bread ration of from 250 grams (a little more than half a pound) to 150 grams a day and forced to eat tough and unpalatable bread made of corn and potatoes, the farmers continue reluctant to sell their meager crops on legal markets when they can get almost twice as much on the black market.

France's wheat yield for this year is officially estimated at quintals (3.960.000 short tons) as against eighty million quintals (8,800,000 short tons) in normal years. This is the lowest crop on record for modern day France and will be sufficient to provide bread for only four months. World Shortage, Too The unprecedented cold of last winter and the farmers refusal to Row adequately to wheat are two reasons for the short crop. The prospects are all the more grim for the French, who are large consumers of bread, because of the world shortage. During 1947-1948 world wheat stocks will reach (35.200,000 short tons) calculated as high as five hundred million (five-and-a-half million short tons.) This figure represents the calculations of experts at the International Cereals Conference held here In Paris last month.
