LUCAS Scripps-Howard Staff Writer WASHINGTON, March The "welcome" which Dr.

Edward U. Condon, director of the National Bureau of Standards, claims Russia extended to American scientists to share her laboratories turns out to have been a three-week Junket by 15 Americans in June, 1945. Dr. Condon told the Science Talent Institute recently that this EM IK! NEIGHBORHOOD SPEEDS A GOOD REFEREE But the lines of taxpayers who sweated it out and sometimes fainted before the March 15 deadline haven't appeared as yet. Pittsburgh today enters its last week before the deadline for filing income tax returns at midnight next Friday.

Lines may appear next week. While the Federal BIdg. tax lines this year have been conspicuous by their abscence. it doesnt.mean an absence of activity in the Bureau of Internal Revenue. Much of the activity has shifted behind the scenes or to other quarters.

Most of the assistance, for example, Is now given in the field offices Jn the Heeren 715 Penn Ave. The crowds started coming in early this year, largely because of the expectancy in getting refunds quicker. This has been especially true at the field offices scattered throughout the Western Pennsylvania, col lection district. Taxpayers in the rural areas began early to file returns. And where the taxpayer has It easier with simplified returns, the buresus office forces have" a lot of paper work.

This phase, too has been worked out more efficiently under Collector Stanley Granger. Approximately 100,000 refunds were processed locally this week. These returns must be forwarded to Cleveland where, joined with similar returns from other sections of the country, it is now taking longer to get checks in the mail on refunds. And the increase in undercover work also makes action for the bureau. With widespread applications for refunds and other types of tax evasion, investigators from the intelligence unit, of the Treasury Department are busy.

The work so far has been steady. Taxpayers have been prompt? And the -lines have vanished. MICKEY FINN country should "welcome Russian scientists to our laboratories as they have welcomed ours to theirs and extend the base of scientific co- operation with this great people."
