Bernstein, a retired jeweler and leader the Zionist Organization of America, died of a heart attack yesterday at the Riverview Center for Jewish Seniors on Brownsville Road, Squirrel Hill. Mr. Bernstein, 89, of 750 Washington Road, Mt.

Lebanon, founded the J.B. Bernstein wholesale jewelers, in 1935. The firm later became Bernstein Biggard Inc. in the Clark Building, Downtown. Mr.

Bernstein, a well-known jewelry engraver, retired 30 years ago and the closed last year. He was a founder of the Pittsburgh District chapter of the Zionist Organization of America in 1913. He was a past president of the Pittsburgh chapter and served president of the national 'organiza: tion for 30 years. Mr. Bernstein was a charter member of Temple Emmanuel of South Hills.

He was a founder of the Israel Bond Organization in Pittsburgh and was active in the United Jewish Federation. The Pittsburgh District of the Zionist Organization of America opened a J.B. Bernstein Library in his honor. He is survived by a daughter, Melva Hirschfield of Mt. Lebanon; three grandchildren and four greatgrandchildren.

Friends will be received from 2 to 3 p.m. today at Temple Emmanuel of South Hills, 1250 Bower Hill Road, Mt. Lebanon, followed by services. Interment will be in West View Cemetery of Rodef Shalom Congregation. Arrangements are being handled by the Burton L.

Jazz pioneer Kenny Clarke dies in France PARIS (AP) Jazz drummer Kenny "Klook" Clarke, a Pittsburgh native who broke with traditional rhythms and became a pioneer of be-bop in the early 1940s, died at his home outside Paris, family members said yesterday. The Pittsburgh Press State Trooper Clay Mankamyer, who angered his superiors by exposing some magistrates' reluctance to fully penalize drunken drivers, last week was given a one-day suspension and permanently transferred to the Indiana barracks. "They have backed me into a corner, and I intend to fight (Thursday's decision) I have to hang it up now or fight with everything I have," Mankamyer said. Mankamyer first drew the anger of state police officials with a 1983 letter to Judge Robert E. Dauer of Allegheny County Common Pleas Court.

The trooper outlined the tendency of magistrates to reduce the offense of driving while intoxicated to a summary offense. Mankamyer, a 12-year veteran of the force, intends to review his case with a Fraternal Order of Police attorney. He hopes to file a federal court suit against his commanders. "If they (my superiors) want to stop me, (they) must have a good reason or be right." His present predicament results from his Nov. 14 arrest of United Mine Workers official Carson Lynn Bruening of Somerset.

Mankamyer Clarke, 71, who made over 300 records, played with avant-garde jazz greats like Thelonious Monk and Charlie Parker as well as the more traditional Louis Armstrong and saxophonist Benny Carter. In 1943, he became a drummer for Dizzie Gillespie. Five years later, Clarke accompanied Gillespie and his orchestra on a European tour, visiting France where he was later to settle.
